Ostap Shcherbii is a PhD student and researcher at the Department of Environmental Management and Spatial Planning, Faculty of Management, Comenius University in Bratislava. He holds a Master's degree in Computer Science with a specialization in Artificial Intelligence from Lviv Polytechnic National University.

His doctoral research focuses on "Human-Centred Management of Territorial Innovation Ecosystem Development under Incomplete Information on Stakeholder Needs". He explores how management priorities and limited resources can be allocated defensibly when stakeholder needs are only partially observed and different groups are unevenly represented in the available feedback, such as data from municipal contact centres. His work bridges artificial intelligence and management: he develops a decision-support framework in which AI tools pre-structure raw citizen feedback, while mathematical models evaluate information sufficiency and guide robust resource allocation, keeping the ultimate managerial responsibility human.

He has published at IEEE conferences, including research related to Smart Cities.
